Throughout March 2008, the borough's libraries are giving customers the chance to bring back overdue items without paying a fine.
By encouraging people to return books, DVDs or CDs, the Council hopes others will then borrow them and make the most of the library.
You can qualify for the amnesty by borrowing something else on the same day as you return the overdue item. The fine will then be waived.
There's a lot happening in the local libraries. As well as lending books, they also reserve books free of charge and offer free internet access.
Barking Learning Centre also has a One Stop Shop for Council services, further education classes and its own gallery and conference centre.
Councillor Bob Little, Executive Member for Libraries and Heritage, Community Assets and Halls, said:
"We are introducing this amnesty to encourage people who may have forgotten to return their books to pop into their library, hand in the book and continue using the service without having to worry about paying a fine."
