How is A13 Artscape managed?

Who is responsible and how the project is monitored in terms of accountability and best value.

 

A13 Artscape takes into account many issues regarding road use, pedestrian, cycle and environmental concerns such as noise, pollution, sustainable design and ongoing maintenance of facilities.

 

Barking and Dagenham borough council's Arts Programme and Cultural Development manages the overall project.

 

The Service was created in 2001 and consists of 2 full time officers, responsible for the management and development of arts activity across the borough - covering all art forms, interest levels and facilities.

 

The Service is enabled to oversee projects such as Artscape through the secondment of a civil engineer, who is responsible for the project and contract management, monitoring and implementation of A13 Artscape, on behalf of the London Borough of Barking and Dagenham, within the Design Build Finance and Operate contract for the A13 Improvement works.

 

The Design Build Finance and Operate contract is directly managed by Transport for London. The Design Build Finance and Operate and Transport for London, who are responsible for managing and implementing the A13 Road Improvement scheme, its contracts and contractors.

 

The funding from the Arts Council of England is retained within their account, until such time as a project is online and requires the finance to be released.

 

Arts Council of England appoint a Build Monitor, responsible for ensuring that the finances allocated are spent properly and a Design Monitor, responsible for ensuring the project continues to fulfil the criteria for funding.

 

The project officers must appoint artists, contracts, agree finance and implementation according to Arts Council of England and its monitor's guidance and apply for imbursement from Arts Council of England at each stage.

 

Added to this process, is the borough Council's (London Borough of Barking and Dagenham's) process of Capital Programme and Monitoring, which requires officers to complete regular reports regarding external and internal funding and expenditure, progress, risks and potential impact on revenue budgets for approval by chief finance officers and elected members.

 

Therefore, between Transport for London, the Design Build Finance and Operate, London Borough of Barking and Dagenham and Arts Council of England, a stringent process of monitoring of procurement (i.e. awarding contracts), application and direction is applied to ensure that the scheme remains true to its original objectives and presents no financial risks to the partners.
