Excellence in Cities is a central government programme designed to remedy and address the educational problems of major cities where standards have been low, particularly in the Secondary phase.
The first phase of the initiative started in September 1999 and focused on 6 conurbations and introduced a range of policies to raise standards.
The second phase expanded the programme to 23 local education authority's, including Barking and Dagenham from September 2000.

An initiative closely linked with Excellence in Cities, a programme which the borough has been piloting since September 2000 and which will become a national strategy from September 2001.
