Note: 'date of service' means that date the penalty charge notice was received by the owner of a vehicle / registered keeper.
If you receive a penalty charge notice, which you feel is unfair, you may challenge it using the representations and appeals process.
A penalty charge notice issued for a parking contravention, which has been issued by a CCTV device, will be posted to the over of a vehicle / registered keeper within 14 days from when the contravention was identified.
The penalty charge notice contains details of how to submit a formal representation against the penalty charge notice.

If the penalty charge notice cannot be cancelled, and you disagree with our decision, you will be told the reasons why and sent a form that allows you to appeal to the independent parking adjudicator.
An experienced lawyer who is independent of us will consider your case at adjudication. You cannot appeal to the parking adjudicator until we have told you that your representation has been rejected.
You may choose whether to attend the hearing in person or deal with it by post. The decision of the adjudicator is final and binding upon both you and us. You can find out more about the Parking Adjudicator by visiting the Parking and Traffic Appeals Service website.
Appeals are held at New Zealand House, Haymarket in central London.
