Annual Monitoring Report - 2006-2007
By law, every year we must write a monitoring report on the local development framework. We are still preparing the local development framework, which will become the plan for how we use land and space in the borough.
We need to collect evidence to prove that we have achieved our planning targets. This can help us to make sure there is a better quality of life for everyone, now and in the future.
Our yearly monitoring reports must report on how we are doing in preparing the local development framework and whether we are on target for it replacing the unitary development plan.
- During the year, a significant milestone was reached, when the Statement of Community Involvement was adopted. Overall, we are meeting the target to replace the 1995 unitary development plan with a local development framework
- The next significant milestone will be the submission of the core strategy to the Secretary of State in spring 2008
Our yearly monitoring report collects evidence on how we used land and space in the borough from April 2006 to March 2007. Our main findings were as follows:
- 524 homes were built in Barking and Dagenham, which was above the target in the London plan of 2004
- In the past year, we gave planning permission for 592 homes to be built
- Over 30% of all the extra homes built in the last year were built for people who earn less than the average wage. We have done very well on this point, as we had only set out to make sure that 25% of all new houses should be for people who are less well-off
- Most of the new homes are 1 and 2 bedroom flats
Over the next 15 years, we want to build more than 20,000 additional homes. We want to make sure that more of these homes are larger homes for families. When we build additional homes, we need to make sure that there will be enough schools, doctors and public transport to get people to their jobs. We also want to create communities that have less impact on the environment and who use their vehicles less. We have also found that:
- People living in Barking and Dagenham currently have good access to doctors and libraries, but they need more dentists and better north south public transport connections
- Some land is reserved for employment purposes and on that land in the Dagenham Dock area hundreds of local jobs were created
- Whilst more household waste was produced during the year, more household waste was recycled at the same time
- Also in Barking and Dagenham, there are a number of waste companies that deal with residents' waste, waste from local businesses and waste from outside the borough. This amount of waste has decreased over the previous year
- Even though renewable energy is being installed in many new buildings, we will need to install more
We need to collect evidence to prove that we have achieved our targets. This can help us to make sure there is a better quality of life for everyone now and in the future.
