We as the Highway Authority have responsibility for the maintenance of the highway, including pavements and footways.
Street works, road works, skips, scaffolds, hoardings, advertising boards and building materials that block the pavement are all considered to be causing an obstruction to pedestrians.

Any hazard in the highway (road or pavement) caused as a result of an accident, damage or vandalism may be considered a risk to the public and could result in personal injury to pedestrians, road users or possible damage to property.

Snow clearance involves implementing extensive emergency plans and includes the mobilisation of resources all aimed at clearing roads affected in the shortest time possible.
To place a skip on the highway without first applying for and being granted a licence is an offence under The Highways Act and may result in a prosecution.
We are responsible for the furniture placed on the highway.
