Advisory Group on Governance
Background
The Heads and Chairs Steering Group was set up in 2003. Initially the membership of the group was 6. The numbers have remained fairly constant since although the personnel have changed.
The main purpose of the Steering Group is to act as a sounding board for future developmental work concerning effective governance. Recent work has included issuing guidance for writing the headteacher's termly report and an effective induction policy.
The issues
- The current remit of the Steering Group is too narrow
- The membership of the group has always been ad hoc
- Representation does not cover all governor stakeholder groups
- There is no formal and established link between the work of the local authority and governors. Consultation with governors quickly or to obtain a quick response is difficult and time-consuming
Proposals
The local authority will:
- Replace the Heads and Chairs Steering Group with an Advisory Group on Governance to start from September 2008
- Consult with Chairs, Training and Liaison Governors and governing bodies during the summer term on its exact role and remit
- Establish the membership of the group by including representatives from each stakeholder group (see table below)
- Take responsibility initially for clerking and chairing the meetings. The group will meet termly but may also reconvene more frequently if a need arises
- Circulate more precise details of these proposals to all governing bodies in the summer term and accept nominations for membership for relevant stakeholder groups
- Conduct elections, if necessary, after the end of the summer term
- Notify all successful applicants by 31 August 2008

- Senior Advisor Workforce Development (appointed by Chair of Group)
- Manager of Governor Services (appointed by invitation)
Parent (2 appointments)
- The primary and secondary Parent Governor Representatives (appointed by invitation)
Staff (4 appointments)
- One Headteacher from infant, junior and secondary schools (appointed by nomination from Headteacher groups)
- One special school member of staff (appointed by nomination)
