Select Committees 

The Council has five Scrutiny Select Committees which consist of backbench Councillors. The Select Committees are aligned to the themes of the local strategic partnership.

Each commission has the power to co-opt expert witnesses and members of the public who can contribute to the work of the Select Committee.

  • Description
    The Children's Services Select Committee is focused on all services for children and young people. The CSSC considers issues relating to education and learning, safeguarding and rights, youth provision and family services.

    The CSSC will be of particular interest to schools, providers of youth facilities and activities, and any other organisation or individual with an interest in issues relating to children and people.

  • Description
    The Health and Adult Services Select Committee is focused on adult services and health related issues. The Select Committee has a statutory responsibility to assess the major providers of health and social care services within the borough. 

    Important partners include Bakring and Dagenham CCG, Barking Havering and Redbridge University Hospitals NHS Trust, the North East London Foundation Trust, Healthwatch and the Council's Adult Social Care. 

    The HASSC will be of particular interest to those with views on health and social care in the borough.

  • Description
    The Living and Working Select Committee is focused on jobs, housing and the environment. The LWSC considers issues relating to housing, regeneration, business, economic development, skills and learning and green issues. 

    The LWSC will be of particular interest to housing associations, local businesses and economic forums, and any other organisation or individual with an interest in the above issues.

  • Description
    The Public Accounts and Audit Select Committee is focused on cross-cutting issues such as governance, resources and customer care. The Select Committee also carries out the Council's audit function.

  • Description
    The Safer and Stronger Community Select Committee is focused on promoting safety from crime and building strong and cohesive communities.

    The SSCSC considers issues relating to crime and disorder, safer neighbourhoods, social inclusion, equalities, leisure, arts and culture. 

    The SSCSC will be of particular interest to the voluntary and community sector, the police and any other organisation or individual with an interest in community safety and cohesion issues.

  • The JHOSC scrutinises local health services effecting Barking and Dagenham and the Outer North East London area. The Committee includes members from the London Boroughs of Barking and Dagenham, Havering, Redbridge and Waltham Forest as well as representation from Essex County Council.

    The JHOSC meets quarterly and agendas and minutes can be found on the Havering website.
