Human Resources

 

The division comprises 6 groups:

It has corporate responsibility for developing our Human Resources Strategy.

 

The division is responsible for ensuring employment processes add value to the way the council manages its people resources, to deliver the Community priorities.

 

Business Change and Strategy

Responsible for developing the Human Resources and Equalities and Diversity in Employment Strategy, and supporting managers with business planning to meet our strategic objectives. This includes a team, which advises schools on human resources issues.

 

Business Support

Responsible for Human Resources administration and management information, issuing employment contracts, and producing and monitoring performance indicators. This includes developing the use of the Human Resources Oracle system and managing the intranet web content.

 

Employee Relations

Responsible for developing the employee relations strategy and trade union consultation arrangements, and supporting managers with managing day-to-day operational staff issues. This includes supporting departmental and corporate consultative committees.

 

Learning and Development

Responsible for workforce development planning and learning and development strategy, this group leads on staff, management and leadership development, as well as our appraisal systems and competency frameworks. It also provides programmes of training courses.

Occupational Health, Safety and Risk

Responsible for developing the Health and Safety strategy and managing the Occupational Health Service, and supporting managers on related issues, including risk assessments etc. This includes supporting departmental and corporate consultative safety committees.

Recruitment, Compensation and Benefits

Responsible for developing the Recruitment and Retention strategy and initiatives, and supporting managers with managing the recruitment process, up to the offer of appointment, for all posts (except schools). This includes advertising job vacancies and responding to enquiries.
