Performance and Delivery
Performance and Delivery comprises of 4 teams:
- Performance and Delivery Team
- Corporate Complaints
- Emergency Planning
- Capital Programme Management Office
Performance and Delivery Team
Are responsible for:
- Providing consultancy advice and support across the council to drive and monitor continuous improvement, leading to improved services and outcomes
- Leading and supporting departments in managing performance, service planning inspections and the Comprehensive Performance Assessment
- Coordinating the work associated with the minimisation of waste and inefficiency throughout the council
Corporate complaints
Are responsible for:
- External complaints, investigating complaints made to the Chief Executive and coordinating ombudsman investigations
Emergency Planning
Under the Civil Contingencies Act 2004 we are classified as a Category 1 responder with the following duties:
- To assess the risk of an emergency occurring and to assess the extent to which an identified emergency would require it specifically to exercise one of its functions to deal with the emergency
- To develop business continuity plans to ensure the continuity of its ability to discharge its functions in the face of an emergency
- To maintain plans for performing its functions. As well as preventing the occurrence of emergencies these include plans for responding to and recovering from an emergency
- To warn and inform the public about the risks and the plans in place to deal with the risks. To maintain arrangements for warning the public if an emergency is likely to occur or has occurred and for providing them with advice about the response to an emergency
- To work closely with other Category 1 organisations sharing information, agreeing risk assessments and agreeing plans
- To undergo regular auditing by the Audit Commission
- Promote Business Continuity Planning among the local business community working with them to develop their own plans if necessary
Capital Programme Management Office
The role of the Capital Programme Management Office:
- Management and project appraisal
- The end to end project life cycle
- Processes
- Sponsorship and governance
- Delivery
The Capital Programme Management Office will facilitate:
- The clarification of sponsorship roles
- The clarification of delivery roles
- Best practice delivery management
- Consistent and best practice processes
- Consistent management information and reporting mechanisms
- The 'ownership' of all stages of the project life cycle
The Capital Programme Management Office will also:
- Ensure a focus on the real issues affecting the programme
- Establish effective governance of the capital programme
The Capital Programme Management Office will not:
- Try to take ownership of the corporate programme or departmental programmes
- Duplicate the roles of Programme Sponsors or Delivery Programme Managers
The Capital Programme Management Office will however:
- Provide assistance and guidance on programme / project issues if requested
- Provide effective monitoring and reporting on departmental issues
- Provide a focus for Corporate Asset Management / Corporate Management Team / the Executive attention
