Further referrals made into the Single Homelessness Project

Launch of Single Homelessness Project

Re:New project

Reciprocal training completed

last week, we co-ordinated a further training session on using the East London reciprocal for urgent moves. Local Authority, RSL and third sector partners attended to hear about how the reciprocal operates and the benefits of the process. For further information contact Margaret Williams.

Two further moves achieved through the RSL under-occupation project.

one tenant was helped to move from a 3-bedroom maisonette in Leyton into a 1-bedroom bungalow in Epping, Essex. The other moved from a 3-bedroom house into a 2-bedroom ground floor flat in Walthamstow. 11 family-sized properties have now been released through the project. Worklessness project closure

we have now completed the project to train unemployed people in home energy advice. Over 100 people were provided with advice and assistance in working in this industry. 19 people took up training as a result of this initiative and 12 have sustained employment as home energy advisers. Rough Sleeping Survey completed

we have now completed the Prompt survey of Rough Sleepers in East London.  One of the main findings was a high proportion of people did not access any type of support or advice before leaving their last settled home.  We have revised the Rough Sleeping Strategy in line with these findings.  For more information contact Margaret Williams.

Domestic Violence and Rough Sleeping Spotlight

over 100 people attended a spotlight event in March organised jointly between ELHP, the GLA and Homeless Link about reducing domestic violence and rough sleeping through improved understanding between the 2 sectors.  For more information contact Margaret Williams.

East London Housing Partnership analysis on labour market impacts of the housing benefit changes

we have been looking at the labour market impacts of the housing benefit changes and conclude that the changes will increase levels of income deprivation for claimants and have a negative impact on those seeking work. Based on national research we also found that - since just 21% of local housing allowance claimants are unemployed and claim job seekers allowance - local housing allowance is a blunt tool with which to encourage work. Homelessness Managers Working Together on NOTIFY

last week the Homelessness Managers heard a presentation from London Councils NOTIFY officer. They discussed the NOTIFY, London's monitoring system for households moving across borough boundaries and intended to identify vulnerable households in temporary accommodation. Interborough temporary accommodation agreement first meeting

Margaret Williams, East London Homelessness Project Manager, attended the first meeting of the Interborough Temporary Accommodation Agreement Working Group. This has been established to revise the agreement between boroughs regarding out of borough temporary accommodation placements. The Group is aiming to prepare a new agreement by April 2011. Partnership working to increase social housing mobility

Estuary Housing Association own and manage 3,300 properties in Essex, Suffolk and the outer edge of East London. They are liaising with the East London Housing Partnership under-occupation project officer and last week confirmed they would accept East London tenants on to their housing register. This will offer another housing option for East London under-occupiers and have a positive impact on Estuary's void times. Further information from amy.carter@elhp.org.uk.

Training for unemployed people

Further 7 East Londoners have started work training to become Home Energy Advisors. We have now worked with 94 East Londoners on this project which advises people on careers in Home Energy Advice. Further information from rachel.blake@elhp.org.uk.

East London Housing Partnership Chief Officers Group hear about the Strategic Housing Market Assessment findings

On 13 September 2010, the East London Housing Partnership Chief Officers' Group heard the main findings from the East London Strategic Housing Market Assessment. Final drafting changes are being completed and the study should be available by the end of the month.

Under Occupation Project First Move

The first move has taken place under the East London Under Occupation Project. An East London tenant has moved to Grays with the help of the East London Under Occupation Officer. With a flexible budget, the officer was able to help the tenant with move to his new home, reconnect utilities and settle in. This level of hand holding support is becoming recognised as best practice for assisting under-occupation moves.

Final introductions to Home Energy Advice

A further 45 people attended introductions to home energy advice. 2 open days have been held in the last few weeks, 1 in Barking and 1 in Shadwell. Most people who attended have now been interviewed for the next stage.

Exam success for Home Energy Advisors

East London Housing Partnership is coordinating a project to train unemployed East London residents as Home Energy Advisors. The first 8 trainees took their exams last month and all have passed their exams for the Awarding Body for the Built Environment. There is one more introduction for this training on 1 September 2010.

Response to the Work and Pensions Select Committee Inquiry

We have been working with Housing Benefit departments and partners to prepare a response to this Inquiry to the changes to Housing Benefit. We are planning to make the case that the proposals would reduce work incentives and distort the private rented sector in East London.

Homeless prevention

On 2 July 2010, East London Housing Partnership organised specialist training on the East London Domestic Violence Reciprocal Agreement and how to identify vulnerable tenants and provide information to Multi-Agency Risk Assessment Conferences (MARAC).


Welcome to the East London Under-occupation Officer!

Amy Carter started work with East London Housing Partnership on 15 July 2010. She is working directly with under-occupying tenants of Registered Social Landlords in East London to assist them to downsize.


Housing advice

On 19 July 2010, East London Housing Partnership organised training from National Housing Advice Service on the prevention agenda and the National Housing Advice Service staff support help line. 17 people attended and provided good feedback.


Better Use of Stock workshop

On 16 March 2010, Housing specialists from East London's local authorities and social landlords came together to take part in workshop to make best use of our current housing stock. For further information contact Rachel Blake.


Domestic Violence and homelessness

The first move has taken place under the East London Registered Social Landlord Domestic Violence Reciprocal. This arrangement helps survivors of domestic violence to move within East London.


Rough Sleeping - East London Housing Partnership launched 'No-One Left Out'

East London Rough Sleeping Strategy on 15 December 2010.
