Overview

Private rented property licences

We have introduced a borough-wide Private Rented Property Licensing scheme, which runs for five years, from 1 September 2014 to 31 August 2019.

All landlords and/or property managing agents letting a property in the London Borough of Barking and Dagenham need to apply for a licence.

Selective licences last for up to five years and cost £506.

Types of licence and fees.

The new licensing scheme was introduced on 1 September 2014 to:

  • Improve the quality of private rented homes
  • Reduce anti-social behaviour associated with poorly managed rented properties

News for landlords

Landlords renting properties in the Borough of Barking and Dagenham

Landlords who apply for a private rented property licence after 1 September 2015 may be issued with a 1 year licence.

We have continued to advertise the scheme and urge landlords to apply for a licence if they are currently renting out a property in the borough.

Landlords who have been operating without a licence will only be eligible for a one year licence and are at risk of prosecution.

Landlords in the process of purchasing a property to rent out, or owners of properties just embarking on the possibility of becoming landlords should contact the Private Rented Property Licensing Team and seek guidance on when to apply for a licence.

Applicants who are landlords with previous management contraventions and who are of concern may only be granted one year licences.

Unlicensed properties

We work closely with the police, London Fire Brigade and other agencies to identify unlicensed properties.

We will also carry out compliance visits to all licensed properties for the duration of the scheme.

A property must be licensed until the end of the scheme unless the licence is revoked or the landlord is no longer the owner of the property.

Background papers supporting the implementation of the scheme

Copies of the full reports, including appendices, may be viewed at the Civic Centre, Dagenham, and Barking Town Hall.
