A Dagenham resident has been fined over £600 after he failed to provide the details of the driver who was caught dropping a cigarette on the borough’s streets.



On the 7 March 2020, Barking and Dagenham Council enforcement officers witnessed a male driver of a Blue Mercedes dispose of a cigarette on the public highway, which is a littering offence according to Section 87(1) Environmental Protection Act 1990.



 After a DVLA search, officers identified Mr Uddin Mehraz MD Moshiur as the registered keeper of the vehicle and he was issued with a notice. This notice required him to provide the details of the person who was driving the vehicle at the time of the offence within 21 days.



Mr Moshiur, of Edgehill Gardens, Dagenham failed to respond, and despite being given a further seven days to provide the details, he ignored the request, and the matter was referred for prosecution in the Magistrates Court.



The case was heard on Tuesday 13 July at Barkingside Magistrates Court and as Mr Moshiur failed to attend, he was found guilty in his absence.



Mr Moshiur must now pay a £250 fine, £350 in costs to Barking and Dagenham Council and a Victim Surcharge of £32 – a total of £632.



Councillor Margaret Mullane, Cabinet Member for Enforcement and Community Safety said: “Not only has this resident made the borough dirty by littering our streets, he has also wasted a lot of officer time by not providing the details of the offender, and the amount he has to pay reflects this.”
