Council services team up to fine fly-tipper £400

A woman from Dagenham who refused to dispose of her general waste correctly has been issued with a £400 fine after she fly-tipped her bin bags outside her property on Parsloes Avenue.



The incident came about after Barking and Dagenham Council’s refuse team refused to empty her brown recycling bin as it was filled with general waste and the rules clearly state residents can’t do this.



The woman did not take too kindly to this and threatened to empty the contents of the rubbish onto the street if they did not collect it. She then went ahead and did just that.



The enforcement team were then made aware of this and went straight to the address where they discovered four bags of domestic waste on the pavement outside the property.



After discovering evidence that linked the waste to the address, a council enforcement officer conducted a doorstep interview under caution with a female who admitted that the waste was hers and that she’d threatened to dump it but refused to say if she actually did the dumping.



Once the woman ended the conversation by slamming the door in the officer’s face, the officer used his body cam footage to get a positive ID from the refuse officer and a statement to confirm that it was the woman from the address who had fly-tipped the rubbish.



The woman has now been issued with a Fixed Penalty Notice of £400 for the fly-tipping offence as an opportunity to discharge liability from prosecution. However, if she fails to pay, she will be taken to court.



Councillor Margaret Mullane, Cabinet Member for Enforcement and Community Safety said: “We all know by now what you can and can’t put in your recycling bin. Behaving the way this resident has, does nobody any favours, as her actions have landed her with a fine, behaviour which I’m sure her neighbors didn’t take too kindly to.



“Like the rest of the country fly-tipping is an issue in Barking and Dagenham, so we all need to play our part in keeping the borough clean and tidy. I’d like to say thank you to everyone who continue to report a fly-tips and help us identify people on our Wall of Shame as well as those who are helping to bring pride in the borough by getting together to clean up their neighbourhoods.”
