The proposals are expected to include:
- An increase in the minimum qualifying period, meaning tenants would need to rent their home for longer before applying (expected to rise to 10 years).
- Changes to discount levels, with lower starting discounts that build up gradually over time, up to a capped maximum amount (currently £38,000 in LBBD).
- Newly built council homes would not be eligible for Right to Buy for 35 years after they are built.
The aim of these changes is to help protect the availability of social housing while continuing to support home ownership.
