Home energy upgrades
We want to make sure that your home is as warm as it can be this winter.
We’re working with E.ON and their installers to offer free measures such as cavity, external wall and loft insulation to qualifying homes through our Cosy Homes scheme.
You could also be entitled to the free installation of further energy saving devices such as solar PV panels, air source heat pumps and immersion heater pads through the Government's new local-led Green Homes Grant Scheme.
We’re talking £1,000s worth of free upgrades, and you don't have to be an E.ON customer to benefit!
Our latest phase of the Cosy Homes Scheme has just been launched as part of the Government’s Energy Company Obligation (ECO) programme to help eligible residents stay warm, save energy and lower their energy bills through subsidised energy-saving improvements and hundreds of homes continue to benefit from works. There are also additional opportunities available through our local Green Homes Grant following the Government’s award of £3.3m to Barking and Dagenham to fund the roll-out of renewable energy sources and insulation for low-income owner-occupiers.

Cosy Homes insulation scheme (ECO4)
Our Cosy Homes Scheme Insulation (ECO4) Scheme is there to help eligible residents stay warm, save energy and lower their energy bills through subsidised energy-saving improvements. You could be entitled to free cavity, external wall and loft insulation. Some households may also qualify for other heating upgrades, heat pumps and solar PV too. The scheme will support qualifying council tenants, owner-occupiers and private renters.
It’s worth bearing in mind that that without proper insulation, you could be losing a third of the heat in your house through the walls and roof. Depending on the size and type of your property, you could even cut down on your fuel bills, with cavity wall insulation estimated to save you between £180 to £690 per year. In addition, loft insulation could save you between £350-£590*. External wall insulation on solid walls could save you up between £240-£930* a year.
Depending on your property type and how long you are at home for, solar PVs are estimated to save you between £205-£500 per year*. Replacing old inefficient gas boilers with Air Source Heat Pumps could save an average household £395 a year, while replacing electric storage systems could save an average household between £890-£1,500 per annum*.

Eligibility criteria
I'm a council tenant
Under the scheme rules set by the Government council properties with an energy performance rating of E, F or G will qualify for measures. So, if you’re in one of these properties, it is likely that we’ll be in touch with you in due course.
You don’t have to contact us to find out if you qualify for free energy saving measures.
I’m an owner occupier and private rented tenant on qualifying benefits
If you are an owner-occupier living in a property rated D, E, F or G or a private renter living in a property rated E, F or G and if you, or someone in your household, receives a relevant qualifying benefit then you should qualify for ECO4 funding towards the cost of energy saving measures. The amount of funding available will be subject to survey and will depend on the type of property you live in. If you are a privately renting tenant, you will need your landlord’s consent to allow works to be done.
Are you eligible?
To receive funding towards energy saving home improvements from us, you must own your home and you, or someone living at your property must qualify with one of the sections below:
1. Receive one of the following benefits:
- Income based Jobseekers allowance (JSA)
- Income related Employment & Support Allowance (ESA)
- Income Support (IS)
- Pension Credit Guarantee Credit
- Working Tax Credit (WTC)
- Child Tax Credits (CTC)
- Universal Credit (UC)
- Housing Benefit (new eligible benefit under ECO4)
- Pension Credit Savings Credit (new eligible benefit under ECO4)
2. Receive child benefits
On the condition that the claimant’s annual income from all sources does not exceed the amount set out below:
For one qualifying child for which the person is responsible:
- for a single claimant - £18,500
- member of a couple - £25,500
For two qualifying children for which the person is responsible:
- for a single claimant - £23,000
- member of a couple - £30,000
For three qualifying children for which the person is responsible:
- for a single claimant - £27,500
- member of a couple - £34,500
For four qualifying children for which the person is responsible:
- for a single claimant - £32,000
- member of a couple - £39,000
Cosy Homes Green Homes Grant
Through the Government's Green Homes Grant Scheme, we can carry out additional works under our Cosy Homes programme for qualifying owner-occupied households.
Our local scheme is eligible to owner-occupiers, providing that they have:
- an annual household income of less than £30,000
- and have a property that has an Energy Performance Certificate rating of D, E, F and G
If you're eligible for the scheme it is likely that we have written a letter to you already or you are due to receive correspondence. Funding is limited to 350 households, so the scheme will be operated on a first-come, first-served basis and subject to a household survey and eligibility checks. Qualifying owner-occupiers could receive up to £10,000 worth of energy saving measures.
