A land management company has been fined almost £7,000 after repeatedly failing to clear rubbish and bulky waste from a residential site in Barking, despite multiple warnings and enforcement action from the council.
Harts Lane (Block G) Management Company Limited, based at Sutherland House, Leigh On Sea, was found guilty in absence at Barkingside Magistrates’ Court on 16 September 2025 for failing to comply with a Community Protection Notice (CPN) served under the Anti-Social Behaviour, Crime and Policing Act 2014.
The CPN, issued in January 2024, required the company to remove waste from the land at 141-172 Gurney Close, Barking, within seven days and to implement a regular seven-day inspection and clearance schedule. However, council officers continued to find large accumulations of fly-tipped and bulky waste, including broken furniture, mattresses, and household items - on repeated visits throughout 2024 and into 2025.
Despite being issued with two fixed penalty notices, which were paid, the company failed to bring the site up to standard and continued to breach the requirements of the notice. Following further complaints from residents and ongoing inspections, the council initiated prosecution.
The court imposed a £2,500 fine, ordered the company to pay £3,475 in costs, and a £1,000 victim surcharge - a total penalty of £6,975.
Councillor Syed Ghani, Cabinet Member for Enforcement and Community Safety said: “Residents have the right to live in clean, safe neighbourhoods. We take environmental offences seriously and will not hesitate to take enforcement action against those who fail to meet their responsibilities.”
