Wiping those tears away: Ilford man fined for littering incident

A motorist from Ilford has been fined after failing to comply with a legal notice requiring him to identify the driver of a vehicle involved in a littering offence in Dagenham.

On 1 August 2024, the driver of a grey BMW was witnessed discarding tissues from the driver’s side window on Rainham Road South, Dagenham. The incident was observed by a council enforcement officer who followed the vehicle and witnessed a second act of littering.

Following a DVLA request, the registered keeper was identified as Mr Hassan of Berkeley Avenue, Ilford. A statutory notice was issued on 9 August 2024, requiring Mr Hassan to provide the identity of the driver at the time of the offence. Despite reminders and a Notice of Intended Prosecution, Mr Hassan failed to respond within the required timeframe.

Mr Hassan appeared at Barkingside Magistrates’ Court on 22 April 2025 and entered a not guilty plea. At trial on 24 June 2025, Mr Hassan claimed his vehicle had been cloned but failed to provide any supporting evidence. He admitted receiving the notices but only responded to the final reminder.

Mr Hassan was found guilty of failing to comply with the legal notice and was fined £120, ordered to pay a victim surcharge of £48, and costs of £650 to Barking and Dagenham Council.

Councillor Syed Ghani, Cabinet Member for Enforcement and Community Safety, said:
“We all have a responsibility to keep our streets clean, and this person showed total disregard for that. Not only was litter thrown from a vehicle, but the individual also ignored multiple requests from the council and failed to take accountability.”
