A Barking shop owner has been fined a total of £1,760 after repeatedly breaching street trading licence conditions across two separate businesses he operated on Ripple Road.
The offences, heard at Barkingside Magistrates’ Court on 3 March 2026, relate to breaches committed in June 2025 outside Poundsave Superstore, 13–15 Ripple Road, and Home Essential Discount Ltd, 21–23 Ripple Road.
While the businesses were separate entities, they were both operated by Mr Safi Husaini, 43, of Becontree Avenue, Dagenham, who at the time was the sole trader for Poundsave Superstore and the director of Home Essential Discount Ltd.
Routine inspections by Environmental Enforcement Officers found that Mr Husaini repeatedly failed to comply with the conditions of his street trading licences. At Poundsave Superstore, his fruit and vegetable stall extended well beyond the permitted two‑metre limit, encroaching up to 2.7 metres onto the public highway.
At Home Essential Discount Ltd, officers discovered items being displayed and sold that were not permitted under the licence, including bikes, scooters and a beverage machine, across three separate inspections.
Mr Husaini pleaded guilty to all five offences under Section 34 of the London Local Authorities Act 1990, which requires licensed street traders to comply with the terms of their licence.
Keith Stanger, Director for Enforcement, Regulatory Services and Community Safety, said: “Street trading rules are in place to protect pedestrians, support fair competition and keep our high streets safe and accessible. Both businesses had been warned before yet chose to ignore the terms of their licences.
“These fines show that we will take firm action against traders who repeatedly flout the rules and put their own interests above the needs of the community.”
