A Barking man has been ordered to pay more than £700 after illegally dumping waste in bins designated for residents living above shops.

Daniel Debicki, of Suffolk Road, Barking, was prosecuted by Barking and Dagenham Council after being caught on council CCTV fly-tipping large cardboard boxes into waste receptacles that were not intended for public use. The offence took place on 14 December 2024.  

Following an investigation by the council's Environmental Enforcement team, officers identified Mr Debicki through vehicle registration enquiries. A £400 Fixed Penalty Notice was issued, giving him the opportunity to discharge liability for the offence, but this remained unpaid despite reminder letters and a Notice of Intended Prosecution being sent. 

The court ordered Mr Debicki to pay a £150 fine, £500 in council costs and a £60 victim surcharge.  

Councillor Syed Ghani, Cabinet Member for Enforcement and Community Safety said: "Fly-tipping is unacceptable and has a negative impact on our communities. It costs taxpayers money to clear up and can quickly make an area look neglected."

"We will continue to take action against those who dump waste illegally and will not hesitate to prosecute where appropriate.”

The council is encouraging residents to dispose of their waste correctly and to report fly-tipping as keeping the borough clean starts with everyone playing their part.
