Help shape cleaner air in Barking and Dagenham

We want your views during formal public consultation on how Barking and Dagenham should improve air quality and protect people’s health over the coming years. Consultation closes on 3 December 2026.

Air pollution can affect everyone, but the impacts are greater for some people, including children, older people and people whose health is already vulnerable.

Barking and Dagenham also has particular local challenges arising from major roads, freight and logistics activity, industry, construction and regeneration, as well as emissions associated with everyday travel and buildings.

We have prepared two connected documents:

  • Our Local Air Quality Strategy – the WHY.  Sets the long-term direction for improving air quality, reducing exposure and protecting communities.
  • Our Air Quality Action Plan 2026–2030 – the WHAT and HOW.  Sets out the practical actions the Council and its partners propose to take over the next five years.

Together they aim to make air quality a health, place and community issue – not simply a regulatory one.

What are we proposing?

The draft Local Air Quality Strategy proposes five guiding principles.

1. Understand

Use monitoring, evidence and local intelligence to understand where problems are greatest and whether our actions are working.

2. Influence

Use transport, parking, procurement, Council fleet, schools, business partnerships and community engagement to support cleaner choices.

3. Reduce

Reduce pollution from traffic, goods transportation, industry, buildings and other sources where the Council can make a difference.

4. Protect

Give particular attention to people and places most affected by pollution, including children and vulnerable communities.

5. Prevent

Use planning, construction controls and other Council powers to prevent avoidable new emissions and exposure.

Where will the Air Quality Action Plan concentrate effort?

Healthier school neighbourhoods

School Streets, anti-idling, active travel, monitoring and engagement with pupils, families, communities and councillors.

Freight, industry and deliveries

Working with logistics and industrial operators and targeting locations where communities are affected.

Cleaner development and construction

Stronger planning, construction-dust and NRMM controls and better development design.

Council leadership

Cleaner vehicles, charging infrastructure, procurement and contracts.

Clean air and health

Pollution alerts, health communications and reducing exposure among vulnerable groups.

Monitoring and accountability

Using evidence where it matters and publishing progress openly.

About transport and parking

Transport choices affect our local air quality. The Council will be considering air quality alongside accessibility, equality, economic and wider place objectives when developing transport and parking policies.

This will include supporting cleaner vehicles and charging, walking and cycling, and how parking policy can influence unnecessary car use and journeys where the evidence supports action.

Why we want your views

We have developed these proposals using air quality evidence and learning from approaches across London. Consultation is the next test.

We want to know:

  • whether we are focusing on the right problems and places;
  • which actions you think should receive greatest attention;
  • whether our proposals could affect some people or communities differently;
  • whether there are practical consequences we have not considered; and
  • what, if anything, we have missed.

Have your say

Complete the 5 to 7 minute survey

You do not need to read the full Strategy or Action Plan to complete the survey. A short summary is available below if you would like more information before responding.

Want to give us a more detailed response?

Businesses, community organisations, statutory consultees and others are also welcome to submit a fuller written response by email airquality@lbbd.gov.uk

What happens next?

Consultation closes on date 3 December 2026

We will analyse all responses and consider whether changes should be made to the draft Strategy and Action Plan.

We will then publish a consultation report explaining: What you told us - What it means - What we changed - What we did not change and why

The final Air Quality Action Plan will then follow the required Greater London Authority approval process and the Council’s formal decision-making process. Progress will subsequently be reported through the Council’s Annual Status Reports.
