Development Plan

The Development Plan is used when assessing planning applications.

It consists of a series of documents which are used to plan strategically across the borough:

  • the London Plan (2016), which sets out a fully integrated economic, environmental, transport and social framework for the capital to 2031
  • the Barking and Dagenham Local Plan (formally known as the Local Development Framework)
  • the Joint Waste Development Plan

These are supplemented by a range of Supplementary Planning Documents (SPD) and other documents.

Barking and Dagenham Local Plan

The Barking and Dagenham Local Plan consists of a series of documents called Development Plan Documents (DPDs).

The most important of these is the Core Strategy (DPD).

The Core Strategy

The Core Strategy sets out the council’s long-term vision, spatial strategy and core policies for shaping the future development of Barking and Dagenham up to 2025. It identifies areas that are suitable for:

  • housing
  • employment
  • retail
  • leisure
  • other strategic development needs

The Core Strategy is a key document within Barking and Dagenham’s Local Plan, providing the strategic direction and growth until 2025.

The London Borough of Barking and Dagenham formally adopted the Core Strategy Development Plan Document at a meeting of the Assembly on 21 July 2010. The adopted Core Strategy incorporates the binding recommendations of the Inspector as set out in the Inspector’s Report.

The Joint Waste Development Plan

The Joint Waste Development Plan Document for East London sets out a planning strategy for sustainable waste management. It enables the adequate provision of waste management facilities (including disposal) in appropriate locations for:

  • municipal waste
  • commercial and industrial waste
  • construction and demolition waste
  • hazardous waste

The four East London Waste Authority boroughs of Barking and Dagenham, Havering, Newham and Redbridge formally adopted the Joint Waste Development Plan Document on 27 February 2012.

The adopted Joint Waste Development Plan Document incorporates the binding recommendations of the Inspector as set out in the Inspector’s Report.

Inspector’s Report

The four East London Waste Authority boroughs of Barking and Dagenham, Havering, Newham and Redbridge received the Inspector’s Report on the Examination into the Joint Waste Development Plan on 14 November 2011.
