It consists of a series of documents which are used to plan strategically across the borough:
- the London Plan 2021
- the Barking and Dagenham 2037 Local Plan, including Appendix 2: Site Allocation Proformas (PDF, 45.8 MB)
- the Joint Waste Development Plan
These are supplemented by a range of Supplementary Planning Documents (SPD) and other documents.
Barking and Dagenham Local Plan
The Barking and Dagenham Local Plan 2037 sets out the Council’s long-term vision for development in the Borough up to 2037.
The London Borough of Barking and Dagenham formally adopted the 2037 Local Plan at Assembly on 18 September 2024. The adopted document incorporates the recommendations of the Inspector as set out in the Inspector’s Report.

Inspector’s report
The Council received the Inspectors’ Report for the Barking and Dagenham 2037 Local Plan on 15 August 2024. This document concludes the Local Plan examination process. The Inspector found the policies ‘sound’ subject to the inclusion of the ‘Main Modifications’ attached to their report.

East London Joint Waste Plan Review
The London Boroughs of Barking and Dagenham, Havering, Newham, and Redbridge are working collaboratively to produce a new East London Joint Waste Plan.
It is a statutory requirement to produce an up-to-date waste plan. The most recent East London Joint Waste Plan was adopted in 2012, and set out a planning strategy for waste until 2021. The emerging East London Joint Waste Plan will replace the 2012 East London Joint Waste Plan and will set out the planning strategy for waste management in East London until 2041.
A consultation on the first draft of the East London Joint Waste Plan (known formally as the Regulation 18 draft plan) took place between Monday, 29 July 2024 and 11:59 pm on Monday, 16 September 2024.
A second consultation on the next draft of the East London Joint Waste Plan (known formally as the Regulation 19 draft plan) took place between Monday, 19 May 2025 and 11:59 pm on Monday, 30 June 2025.
The Joint Waste Plan was submitted to the Secretary of State for examination on 30th January 2026. To see the examination documents and find out more about the progress of the examination, please visit the dedicated examination website set up by the East London boroughs.

The Joint Waste Development Plan
The four East London Waste Authority boroughs of Barking and Dagenham, Havering, Newham and Redbridge formally adopted the Joint Waste Development Plan Document on 27 February 2012. The Joint Waste Development Plan set out a planning strategy for sustainable waste management until 2021. It enabled the adequate provision of waste management facilities (including disposal) in appropriate locations for:
- municipal waste
- commercial and industrial waste
- construction and demolition waste
- hazardous waste
The adopted Joint Waste Development Plan Document incorporates the binding recommendations of the Inspector as set out in the Inspector’s Report.
