We want to make sure that your home is comfortable throughout the year, while reducing energy bills and greenhouse gas emissions, key priorities of our Net Zero Delivery Framework.

We're continuing to work with E.ON, our retrofit delivery partner, to offer free cavity, external wall, underfloor and loft insulation as part of our award-winning Cosy Homes scheme. Some homes may also qualify for renewables such as solar photovoltaics (PV) and air source heat pumps (ASHPs), subject to a free in-house retrofit assessment to determine property eligibility.

We're talking £1,000s worth of free upgrades, and you don't have to be an E.ON customer to benefit!

Our Cosy Homes Scheme was launched in 2020 as part of the Government's former Energy Company Obligation (ECO) programme, to help residents stay warm, healthy, save energy and lower bills through subsidised energy-saving improvements. More than 2,000 households in Barking & Dagenham have benefited from free upgrades so far.

Without proper insulation, you could be losing a third of the heat in your house through the walls and roof. According to the Energy Saving Trust calculation (2025), you could cut down on your fuel bills, with cavity wall insulation estimated to save you up to £240 per year or external wall insulation up to £330. Loft insulation could save you up to £230 and solar PV, £250. These figures are based on an uninsulated semi-detached house.

London Borough of Barking & Dagenham has secured funding through the Warm Homes Social Housing Fund and Warm Homes Local Grant (for private sector housing). 

These schemes form part of the Government Warm Homes Plan to help residents save money on energy bills and transform the UK’s ageing building stock into comfortable, low-carbon homes that are fit for the future. 

Please note that the London Borough of Barking & Dagenham is endorsing energy savings measures as part of the Government's Warm Homes Plan and shall not be directly or indirectly responsible or liable for services provided by EON installers and sub-contractors (these include Render Right, Thrift, Eden Energy Management, Heitrich and GreenOmes).

Are you eligible?

Under the scheme rules set by the Government, only properties with an energy performance certificate (EPC) rating of D, E, F or G will qualify for measures. 

Privately renting tenant, owner-occupier or landlord

If you're a privately renting tenant, owner-occupier or landlord with a home rated EPC D or worse, and on a low income, getting certain benefits or living in a certain postcode area, you may qualify for free energy saving measures.

Council tenant

If you’re not eligible

Even if you’re not eligible for support through the Warm Homes schemes, if you own the property you’re applying for (including if it’s a business, a second home, or a property you rent out to tenants) and would like to replace a fossil fuel heating system - including oil, gas, electric or LPG (liquefied petroleum gas) with a low carbon heat pump, you may be eligible for up to £7,500 support to make the switch through the Boiler Upgrade Scheme.

Many energy providers and mortgage lenders also provide support for installing insulation and renewables.

Free advice

  • DABD are a charity operating across boroughs in East London, including Barking and Dagenham. They can provide support and information relating to energy efficiency and utility bills.
  • The HEAT service is delivered by The Wise Group, a social enterprise helping people out of poverty and strengthening communities across the UK.

Warm Home Discount Scheme

You could get £150 off your electricity bill for winter under the Warm Home Discount Scheme if you either:

  • get the Guarantee Credit element of Pension Credit

or

  • are on a low income

Winter Fuel Payment

If you were born before 28 June 1960, you could get between £100 and £300 to help you pay your heating bills for winter 2026 to 2027. This is known as a ‘Winter Fuel Payment’.
