This applies to PCNs that start with ‘BU’ only. The web code can be found on the Penalty Charge Notice (PCN) or Notice to Owner document issued in the post to the registered keeper of the vehicle.
Please ensure you submit your challenge in the correct manner, either on our website or by post. We do not reply to PCN challenges received by email. We respond to all correspondence as soon as possible and all cases remain on hold until we issue a response. There is no need to contact us again unless we write to you to inform you otherwise.
We are required to respond to formal representations by no later than 56 days from the date of receipt, however this only applies to PCNs issued under the Traffic Management Act 2004 for parking offences. It does not apply to PCNs issued for bus lane or moving traffic offences which may take longer, although we do endeavour to respond to these within the same timescale.
Email confirmations for online PCN payments are sent by GOV.UK, please check your junk/spam email folders in case it has been delivered there.
Payments made online or by telephone can take up to one business day to register against the PCN.
You can follow the Council’s complaint process to raise specific issues, however the PCN itself must be challenged as outlined on the Notice as this is separate to our Corporate Complaints procedure. PCNs are not placed on hold whilst corporate complaints are investigated.

All our PCN numbers are generated by our IT systems. Make sure you are entering the PCN number in the correct space on the correct page of our website. If this still doesn’t work, complete the online enquiry form and we will investigate for you.

Web codes are only required to make formal representations against PCNs beginning with ‘BU’, which we no longer issue. This can be found on the PCN/Notice to Owner/Enforcement Notice issued in the post with a reference number beginning with ‘BU’ only.
